By that logic you can say he was 100% when fighting team 7 after karin healed him, just before danzo and karin got stabbed. He was not mentally near 100% (psychologically distressed) nor even physically (eye strain, fatigue etc).

The only way he would be 100% is if he had a full day of rest plus an ice bath and eye surgery lol
When he meets naruto the most he can do is a base chidori, but look at him now after he was rested and had eye surgery. Dat stamina

And I already said that he could be somewhere around 90% percent as well.
The point is, people were going around saying that an exhausted Sasuke fought Danzō. I corrected that by showing that Karin healed Sasuke. 70%, 80%, 90%, 100%, whatever. He wasn't in a miserable state as some would believe.

What assumption am I making? That obito could take out danzo if he was fighting him then? That a fresh naruto could take out a tired sasuke? Or whether sasuke was 100% or not. If he was not 100% then he was fatigued.
