I don't know what he wants to do, but his genjutsu wouldn't work against them. They are Kage level shinobies for the god's sake.

sasuke wants the kage alive because he plan on taking over the ten tails and controlling the world, naruto will get the other half of Kurama from his father, and naruto and sasuke fight and I think obito will use Outer Path: Samsara of Heavenly Life Technique- By channelling their power through the King of Hell, the Rinnegan wielder can re-infuse new life force energy to the bodies of those who have died.
