first you have to be Raikage level speed to counter Amaterasu

and second Tobirama know nothing about Amaterasu.. Itachi and Sasuke are the only one who has it

and third even it Tobirama is as fast as the Raikage, and can see Amaterasu, he doesn't have enough info to counter it efficiently

First of all, were you not aware that Tobirama knows a lot about the Uchiha? He has been fighting them since he was very young. I believe you are assuming that he doesn't know about it.
Also, what evidence do you have that Sasuke and Itachi were the only ones to ever have it? Amaterasu flames materialize fast, sure, but does that mean anything? Tobirama can fight Sasuke from a distance if he wanted to.

the fact that even Madara hadn't seen Amaterasu and saw it the first time in the Sasuke vs Itachi fight, cause if you don't know Black Zetsu is Madara in a Zetsu body

Black Zetsu is made from Madara's DNA and has some of his will and personality. This does not mean they share the same experiences and memory.

Tobirama knows Madara.

Tobirama knows about Amaterasu.

Tobirama has T/S ninjutsu and ET all we know then you have sasuke Who knows T/S ninjutsu "stated in fight with deidara" and tons of other things I lean towards Sasuke but ehhh who knows

Also we do not know what tobirama's space time ninjutsu. Obito was able to counter Amaterasu via his space time ninjutsu who's to say tobirama can't also. Plus killer bee avoided Amaterasu after being hit with it. It's not full proof. Also Amaterasu is over rated, it's good but like susanoo can be easily defeated. Also I believe tobirama is as strong as hashirama but since he was the second born hashirama became hokage first. Tobirama never did fight an ems user unless he fought madara, as madara was the first ems user. That means if he fought madara he did survive and madara is still better than sasuke with PS. I don't believe that tobirama knows Amaterasu but I'm sure he has heard of it and will be able to counter it.
