My reasoning behind my answer.

Naruto will soon end, which sasuke getting whatever feats kishi can give him within the next couple of months. Meanwhile One Piece has a lifespan that will potentially continue over the next 8 or 9 years. When both mangas finally end, zoro will be far stronger than sasuke.

Im calling it now.
