The wording is ambiguous. Are you saying that we can mix and match Kage from the different eras? If that is the case, then Hashirama+Minato or Hashirama+Tobirama would be enough to defeat VOTE 2 Sasuke.
If you are just talking about the specific sets then:
VOTE 2 Sasuke vs New gen Gokage(except Naruto)- Sasuke kills them with no effort.
VOTE 2 Sasuke vs the War arc Gokage- Sasuke kills them with no effort.
VOTE 2 Sasuke vs Gokage from Minato's era- Sasuke kills them easily.
VOTE 2 Sasuke vs Gokage from Hiruzen's era- Sasuke kills them easily.
VOTE 2 Sasuke vs Gokage from Tobirama's era- Sasuke kills them easily.
VOTE 2 Sasuke vs Gokage from Hashirama's era- Sasuke wins with high difficulty.
