Tsunade, Mei and Onoki are oneshotted by Susanoo arrows. A genjutsu deals with the Raikage. Gaara alone can't defeat Sasuke.

Scenario 1: he beat them all!
Scenario 2: a and mei - he win, a mei tsunade- he win, a mei tsunade onoki- draw, gokage he lose
Scenario 3: dra with onoki and stop at gaara

Sasuke. The scenario is that he can use Enton Arrow or Amaterasu to kill Tsunade, preventing her from supplying Onoki with chakra. That way, he cannot use the huge Jinton like he did against the Susanoo Clones.

Scenario 1 - He wins...
Scenario 2 - 4 vs 1 they can win imo (as long as the excluded character is Mei), less than that he wins.
Scenario 3 - He wins...

He can kill Mei low diff, Tsunade he lights up with Ama then takes to the skies while she burns, Ay will take more damage from his own attacks than Sasuke will, plus, Sasuke can beat him with simple genjutsu. He can one shot Onoki with Amaterasu, or even more effectively, Genjutsu, before He can weave the seals for Jinton and charge it up. Gaara will be the most difficult, depending on the terrain. Either way Sasuke takes him. So he beats them all one after the other.

Scenario 1
Sasuke beats every Kage 1 on 1 low difficulty.

Scenario 2
Any combo of two loses.
Any combo of three loses.
Any combo of 4 loses if it doesn't include Onoki.
All 5 beat him.

Scenario 3
He clears. Beating A would be the most tiring due to speed, but eventually after using Enton to limit his movements, he falls to Genjutsu+Enton Blade or Susanoo hand to snatch him up followed up by Enton.

Mei can't evade arrows, Amaterasu, or multiple Enton projectiles being fired at her.

Tsunade is in the same pickle as Mei, but Mei lasts longer due to Hiding in Mist Jutsu.

Onoki can't evade Amaterasu or arrows, and Jinton requires him to stand still and charge it up, something that is fatal against Sasuke.

Gaara can't block arrows with his sand as something with less penetrative power ripped right through it (Yasaka Magatama from Madara's Susanoo).
