Sasuke wins low-mid diff. Jinton's Prep is too long so Sasuke can easily land a Susanoo arrow or an Enton Magatama on him when he tries to prep it. Flight means nothing when he has his long ranged attacks (Arrows, Magatama, Amaterasu).

If he tries to get close to Susanoo, Sasuke's Enton will fry him or Susanoo will clobber him, killing him in one hit like it did to Danzo.

Sasuke mid difficulty at most. The most Onoki can do is hide behind a stone golem and hope for the best but Sasuke's lightning techniques should be able to penetrate through doton based defences. Susanoo arrows should do the trick as well. Once Sasuke can see Onoki, he can fry him with amaterasu or fire off a susanoo arrows which Onoki can't hope to dodge. Flight won't help much in escaping the MS as proven when early Shippuden Kakashi managed to hit Deidara with kamui. Even though he only got his arm, an unskilled MS user managed to hit an airborne opponent so a skilled MS can easily hit a flying target.

All in all, Onoki's only hope is stalling Sasuke with rock clones in hope of preparing jinton but Sasuke would have already annihilated any clones Onoki makes and since he has full knowledge on jinton, he won't allow Onoki to prepare it.

While I like to poke fun at Kages being biased as much as the next person, Onoki is getting a little underrated here... he's not exactly powerless against Sasuke here. That said, this is still Sasuke. He's fast enough to counter the Raikage, so there's no way Onoki is outspeeding him, and all Sasuke has to do is look at Onoki to beat him. Unlike Itachi, Sasuke doesn't have the Yata Mirror, so Jinton can certainly cause him problems (and I wouldn't say Jinton is by any means a slow tech, it's relatively fast compared to techs that need seals). But again, Sasuke is faster, and so are his techs (and their reach is excellent). It's possible he could use Genjutsu too, though it's not necessary.

Let's remember, EMS Madara beat Onoki and Mu without trying... that should give a pretty big clue as to how a fight against EMS Sasuke is going to go down.

Sharingan's ability to see chakra behind hindrances will give away Onoki's position easily if he tries to use them as distractions. All of his attacks take out Onoki easily as the prep time for Jinton is far too long if juxtaposed with EMS Ocular abilities. He can simultanious use arrows and magatams to finish off golems and Onoki in one go.

One Amatersu, Enton Magatama, enton arrow, or regular arrow are more than enough to finish the fight in terms of long-range combat, and if Onoki tries to get close, he can simply grab and crush him with in a split-second, or a single enton flame will end it. This just too easy as Onoki is a very bad match for EMS Sasuke.

So many people are saying Sasuke, but are they forgetting that Ohnoki almost killed Sasuke without breaking a sweat? If it wasn't for Obito, Sasuke would be dead. Sure Sasuke has some upgrades now, but it'd just be a harder fight for Ohnoki, who is sure to come out the victor by the end of the battle anyway.
