If the cursed seal can overpower the gentle fist closing chakra points like the fox's chakra did for Naruto, then Sasuke wins.

If it can't, Neji wins. Most of Sasuke's attacks at that point is close range. Fighting Neji up close is tantimount suicide.

naruto wasnt fighting to kill sasuke.. neji would fight to destroy him

This is decent enough for me.^

Also If Kidomaru didn't had abilities that were a perfect counter for the gentle fist style, then Neji would have won quicker. Sasuke as no defense against gentle fist and CM probably won't open blocked chakra points like the ninetails chakra.
