like koha said above they are eternal rivals, and when Naruto got KM sasuke had to get EMS to equal him (i dont think he got PS yet, you probably need Senju cells), now that Naruto got BM he is above Sasuke so sasuke will need a new powerup *probably some new EMS technique we havent seen yet or PS

Kishimoto.... You obviously don't see the eternal theme of the story, dude....... Who won 2/3 battles at the end of the day, Sasuke Uchiha. Not Naruto. They're both equal, the story always revolve around how those two grow equivalent in strength with one always making the calculating mistake that costs them the entire battle... If you haven't known, even though the show is called Naruto, Kishimoto purposely made TWO MAIN CHARACTERS not one, in the end which two characters had the most development? ....... I'll wait.

Well, to progress the story for the long awaited Sasuke vs. Naruto Shippuden Style, they'd have to be pretty much be the same power wise. Naruto probably has more endurance then Sasuke with his Biju cloak compared to the PS, but I think Naruto would have more confliction fighting Sasuke, so that more or less evens the power levels. :O I don't know about you, but I'd much rather read a fight between them as equals then a half-assed one sided fight. I would love for this to be the end of Naruto.

A bijuu doesn't mean it rivals kurama's strength otherwise madara would have stated PS rivals even the strongest bijuu but he didn't.
