i would put them on same tier so there about equals. CST/CT would at least put PS on its back and give enough time for nagato to suck at least half his chakra. He could avoid PS shockwaves with the chameleon and bird or rocket boots

PS sword slashes have a small area of effect they hit its not like the completely destroyed the mountains like a CST could, it merely cut a line through them, nagato could dodge them with ease hes a sensor
