Sasuke. He has complete susanoo now and rinnegan. He can do the thing where he creates the ribs of Susanoo and light them with Amaterasu to create the ultimate defense (Minato fights all in your face, so he couldn't touch Sasuke with Amaterasu around him unless Minato was willing to get burned to death by it).

By feats, Minato probably

By my reasoning, Sasuke high difficulty (high difficulty because minato can teleport around making it difficult to finish him, and the fact that minato is still a really strong ninja).

Minato high dif. Don't forget that the Susanoo is hollow and therefor if sasuke gets marked or any mark ever happens to be inside the susanoo via maneuvering or anything else then minato can FTG inside the susanoo and fight him at close range. If sasuke just stands in one place the whole time with susanoo up then he'll never be able to hit minato with anything since he can just FTG dodge long range attacks or space time redirect them back towards sasuke.

The way I see it, either minato eventually gets inside the susanoo and kills sasuke from behind or he doesn't and it's a draw. Minato has show reflexes capable of reacting to speeds as fast as the fourth raikage so the sharingan's predictive nature won't give him that much of an edge.

All in all like most fights involving teleportation it just gets to be an annoyingly drawn out fight until someone screws up.

Still gonna go with minato though.
