Scenario 1:
-No Gates/CM2.
Scenario 2:
-Lee & Sasuke can use Gates/CM2 respectively.

Rock Lee takes this either way, his Taijutsu is way more superior compared to Sasuke.

Speed: Sasuke's base speed is equal to weighted Lee's speed but once the weights are dropped, Rock Lee would demolish Sasuke 3T or not. Doubt Sasuke would be quick enough to keep up with weightless Lee, easily gets blitzed.

Weaponry: Sasuke without ninjutsu to collaborate with his sword would be weak, though his only help would be the Sharingan allowing him to read Lee's movements with the Nunchucks and find an opening somehow through the rapid movements of the Nunchucks being swung around. Draw.

Taijutsu: Lee takes this hands down, years of training from a young age compared to someone who just started to hone his close combat skills. Again, Sasuke without his ninjutsu would be weaker than Lee in CQC especially once Lee gets drunk

Scenario 2: Lee would be too fast for the sharingan to keep up with, easily deuces Sasuke just like he deuced Foddara Uchiha

Sasuke's Sharingan gives him the ability to read and predict the movements of Rock Lee. The only problem he had against the latter is the speed lacking reaction to Lee's attacks, however he now is capable of keeping up with V1 Nardo as demonstrated in Vote, copied Rock Lee's speed and mastered at proficiency and hyped to have godlike speed in the Databook, he should have now problem fighting in Taijutsu equally against the latter.

Scenario 1: With the combination of his Sharingan and deadly Kenjutsu, he will win this high diff.
Scenario 2: ^ Sasuke high diff.

Lee easy. Sauce's speed comes from body flicker(which in this case it's restricted) Lee is straight foot speed. Lee low diff.
