He beats all bar Madara and Obito. Nagato is debatable and with Naruto it's a standoff in my opinion.

What's with the 8th Gate Gai anyway? The eighth gate supposedly pushes him over the stats of a single Kage. How is that even pushing current Sasuke to mid difference is beyond me.
