Sasuke is the attack first, ask questions later type especially after obtaining MS. Jman is the caution analysis situation type. Therefore, Sasuke would resort to using arrows on first instinct, while Jman not fully aware of Sasuke's abilities would use a clone as he's done in most of his battles.
Now, after Sasuke shots arrows at Jman's clone, let's say instead of him appearing he has we toads appear in his place intially as he did here

It depends on the individual, Jman before facing Konon already had a decoy presented. There was no specific scenario set up, so I presented one. Also, I'm referring to the time Kakashi used a clone on Itachi.
