Who'd win between Sasuke and Itachi, if MS is restricted?

Itachi is alive and healthy, and Sasuke's powers are as current as possible. But again, MS and EMS are restricted. Who wins?

As for me, I'd say Sasuke, maybe. His manipulation of Raiton is extremely good, and he's good with Kinjutsu also.

But then again, Itachi's base Genjutsu is pretty good too...and he's fast enough for B not to notice.

Itachi easy. Itachi's genjutsu is really good. Sasuke only got out of it because of sharringan. But on the same note isn't Itachi's gen based on his sharringan?

Sasuke improved tremendously in order to defeat Itachi.

Oh yeah duh. But Itachi still takes this. He is just so much stronger than Sasuke. The only reason Sasuke is really strong now is his MS. Yeah he has other techs but so does Itachi. He just can't beat his big brother. Itachi curb stomps him.

Sasuke is better than base Itachi.

1. he can recognise and break all his genjutsu with sharingan (no ms needed).
2. his fire technique overpowered Itachi's fire technique, plus he has more fire and stronger fire techniques also.
3. he matches Itachi in weapons usage
4. he has a much bigger array of ninjutsu, what itachi has is an exploding bunshin and some suiton. Chidori, chidori nagashi, chidori spear, and the unavoidable kirin if he sets it up.
5. Sasuke also has better stamina. Don't use their fight as an example, because a. Sasuke was still recovering from deidara b. itachi went over his limits in that fight and sasuke wasted a ton on the substitution jutsu and c. itachi had reached the point of great efficiency over his ms techniques, like sasuke did later vs danzo.
6. What Itachi has over Sasuke is a bit of speed and taijutsu, with Chidori Nagashi that advantage is somewhat reduced though.
7. The second advantage Itachi has is intelligence. but Sasuke is very intelligent when he's not pissed off, so the gap in battle intelligence, while big, probably wouldn't be a determining factor

Itachi, without using the MS, beat Deidara before he trained to counter Genjutsu. And Itachi most likely didn't improve too much from there.

theres a reason why itachi needed MS to keep up with holding back hebi sasuke (i know itachi was supposedly sick and going blind but sasuke had just got done fightign deidara to the death and was devoting chakra to suppressing orochimaru). he cant beat him without it.
sasuke is too strong. hes just as fast as itachi (even deidara and tobi were amazed), has powerful lightning manipulation for attack and defence, great dragon fire > any katons itachi has, and since poor itachi has no susano, kirins gonna kill him this time. people think it takes hours to prep but reread that fight. sasuke did use up alot on substitution but he has no amaterasu to avoid anymore.

The only reason Sasuke is really strong now is his MS.

Yeah because we have never seen Itachi without. Ever since Sasuke got his MS all he uses is MS techs. Same with Itachi. I am sure he has a plethora of other techs and abilities going for him. He has to. He was an anbu by what 13? That was before he had MS. Something Sasuke can't say.
