How many gates can Sasuke take before he would be forced to use ninjutsu?
No ninjutsu means no shunshin so only their normal speed.
Sasuke would need ninjutsu against base Gai
Base Gai fought on equall ground with Rinnegan/MS Obito who was constantly using Intangibility yet thanks to his skills Gai didn´t give him any chance to use kamui warping.
Gai have more natural stamina so Sasuke would be tired first.
Gai was smashing rocks with nunchaku and with bare fist and he was fighting with Kisame who had superhuman strength,Unlike Kisame´s, Sasuke attacks are weak so Gai would easily disarm him since his attacks would have way more force and be much heavier.
Gai as taijutsu master has more skill and this isn´t even debatable.

How many gates can Sasuke take before he would be forced to use ninjutsu?
Sasuke absolutely needs ninjutsu against base Gai already, or Gai stomps him. And I will bet on base Gai even against ninjutsu Sasuke, lower Gates Gai would very probably kick 3T Sasuke's ass all around.
It's really important to remember that even if Gates opening are the same, different people have different level of strength. 5th Gate Rock Lee is not as powerful as 5th Gate Gai because at the start Gai is much powerful than Rock Lee and his mastery of the Gates enhancement is much better. For example, Rock Lee with Gates had trouble to defeat Gaara's sand; base Gai could casually outspeed it and slap away with just a flick of his wrist. With 8th Gate, Dai, Gai's fater, was only able to fend off the Seven Swordsmen, elite jonin level shinobi, killing some of them. Adult Gai in base is already much stronger than Dai was with 8th Gate, hence with 8th Gate he becomes tens and tens of times more powerful than the combined Gokage, able to overwhelm and nearly defeat Juubi jinchuriki Madara.
Base Gai handled Obito's Kamui phasing/warp touching in CQC far better than Minato did. Minato was captured by young Obito's chain and had to use Hiraishin to dodge (

) (and at that point he already knew that his opponent was able to phase through attacks), base Gai could jump in a fight between adult Obito and KCM Naruto saving Naruto at the last moment (

) and fending off Obito that couldn't literally put a finger to him due to Gai's reflexes and taijutsu skill (

). He countered Obito's CQC Kamui and even took the luxury to fight off Obito with his back turned. Obito was making child's play of KCM Naruto.
Base Gai could react to Obito's Kamui warp (of one of his nunchaku) and move during the time of the warp (Minato barely managed to activate Hiraishin and teleport away in the same time) (

Gates enhance physical speed and strength by removing the body's limiters, they don't enhance reflexes. Base Gai is able to react to his own speed in Gates, even 6th (that blitzes Kisame and counterblitzes Sharingan and Rinnegan enhanced V2 jinchuriki) and 7th Gate (that pressures Juudara far, far more than SM Minato did), and even 8th Gate too (that blitzes Juudara and even reaches a speed high enough that his movement bends the surrounding space).

) and with his nunchaku he literally pulverizes giant boulders like they were nothing, impressing Obito (

). His skill is such that he can disarm Kisame from the Samehada using his ****ing legs (

); please note that the Shoten clone wasn't Kisame at 30% of his general power, but Kisame with the same strength, jutsu, speed, smartness, durability and whatever the original had, he just had 30% of the chakra of the true Kisame.
It's also worth note that Kakashi and base Gai were able to dodge that fast and wide AoE attack for a long time (

His speed, reflexes and physical strength are over the roof even in base, obviously he is not as fast and powerful as he is with Gates, not to mention the special taijutsu moves he can use with the Gates. And even without his 6th and 7th Gate, let alone 8th Gate, Gai with lower states of Gates is fast enough to outpace Gudodama when he jumped in the fray to save Kakashi.

Sasuke beats all Gai's up and until 7th Gate Gai, where he gets shat on. Not sure if Gai can go through PS with 8th Gate though, but based on EE's strength I'll assume NG can accomplish it. In S2 Gai wins with 6G due to Asa Kujaku shitting on Sasuke with no Susano.

Him throwing someone through it does not mean he destroyed it especially considering he shot like 5 EE's which had no effect on the gudo dama. If a traveling bijuu dama would have smashed Obito into a gudo dama it would break to im sure
