That's not surprising at all. I mean if Kakashi could do it despite being a Raikiri user, I expected Sasuke to copy that jutsu with his Sharingan to be able to use the Rasengan.

I see no reason why Sasuke cannot learn it... other than the fact that it has Wind Nature.
