Are you seriously comparing the difficultly of using Raiton to expertly using TSB? Because using TSB is on a whole 'nother level in my opinion. Besides, TSB wouldn't have done much against Kaguya, which is why Naruto didn't use it too often or with expertise. The same reason Madara didn't use certain rinnegan paths. At some point, techniques like these become irrelevant and/or useless. If not irrelevant or useless than certainly "less than likely" to be a game changer in whatever scenario the user is in.

Used it as a stick against Madara and he just threw the orbs against Sasuke. The most complex thing he made was a platform. Also sorry, but Madara didn't use other paths cuz he was nerfed. As well rounded a shinobi as Madara is even non-OP moves would have been made into something deadly.

Naruto is just slow dude. :| With RSM one can pretty much use any jutsu from their available chakra natures. Naruto only used it to make more Rasengan

That's not why he can't use Raiton though. Naruto only has Fuuton atm
