First of all, Sasuke just needs to look at Neji (Amaterasu) and he's gone. For Neji to even contemplate using Kaiten as a counter Amaterasu would mean he's a sensor like Nagato, which he's not. So Sasuke wins.

Amaterasu is a fire so it has the same properties, difference being that it burns eternaly.
