Therefore Sasuke has surpassed Shisui.

Plussssss shisui survived that battle at the age of 14 and managed to get away with danzo only being able to obtain 1 of his eyes.( I believe danzo done this by using the paralysis jutsu he done against sasuke after grabbing his throat)

So for shisui to survive...

Hmm I would say 15-16 because that would be older then itachi who was about 13 but 20's I don't think so him and itachi looked near the same age.

But it was stated in manga that naruto will surpass hokages.
