Because he only got a certain type of chakra from Hagoromo.

It's a rinnesharingan so I think it still equals 2 rinnegan. Maybe hagoromo only had enough chakra for 2

It's to make him unique and a symbolic of him representing yin (left dominant). The exact theoretical reason is below.

Rinnegan (Madara) = Ashura (Hashirama) + Indra (Madara)
Rinnegan (Sasuke) = Ashura (Hashirama) + Indra (Sasuke) + Indra (Hagoromo)

I don't understand the difference between the RinneSharingan and the normal Rinnegan. It's possible the first one is a fusion between the last one. Perharps That's why Sasuke got the RinneSharingan in just one eye.

He has half the chakra of Six Paths that's why he manifests Sharinnegan in only one eye. He hasn't gained enough of Ashura's chakra to manifest enough Six Paths Chakra in the other eye. If he bit Naruto and infused his dna then he would awaken Madara's level but with two more powerful Sharinnegans.

I think it has more to do with the fact itachis eyes are super op , and the fact rinnegan users can't use sharingan techniques means that sasuke is more versatile and has a bigger Arsenal and range of powers

Rinnegan users can use their Susanoo, which is a sharingan technique.

Because its a pre-mature RinneSharingan. Kaguya's eye is the combination of Sharingan and Rinnegan and Sasuke has both KKG in one eye like her.

He has Hagoromo's eye power combined with Indra's eye power and it resulted in him awakening a more advanced dojutsu than the Sage but less advanced than Kaguya's. His left eye and right eye have a total of 9 tomoe and he already has one of her S/t feats, he's closer to Kaguya than JJ Madara was without the Shinju.
