Remember when he fought Gaara and then the ambush of the Leaf happened? That guy that refereed the fight said Sasuke has moved up from Genin, and he is Chunin!

hhhmm i don't think i think he said that he is in a chunin lvl capacity for me of course i really don't know

only the hokage has the power to promote someone up a rank. all that guy was saying was that he had the ability of a chunin and was therefore capable of going after gaara

He said he was chunin level, but Sasuke ISN'T a chunin.
