No matter how powerful his Rinnengan is. Sasuke will never reach his true potential as he lacks a second arm. Some of the most powerful jutsu in the series requires two hands to make seals regardless of your eye abilities

With this information alone I can see that Sasuke no longer seeks power as he knows gaining a second arm would make him more powerful than any one the series has ever showcased. The question remains though is why would Sasuke not accept a second arm?

Here are my reasons why:

He fears becoming like Madara:

He wishes to follow or understand Itachi's Path and to do this requires humility:

His arm loss is his shame or punishment for what he did against the world.

Regardless of which one he may have chose I have the utmost respect for Sasuke.

Well, the Shinobi system did kinda fu*ked him over, but yeah. I get the point. He's still pretty strong, but I could understand if he wants to walk in a path of humility and to find spiritual peace.

Well, he's still above Itachi and Nagato combined, he doesn't need to get another arm to reach his full power, and if some rinnegan jutsu required two hands, Sasuke can just replace his missing arm with a susano arm + he can simply use the shadow clone jutsu, and just perform the jutsu with the clone...

All of this is just speculations as to why. Sasuke Still has all of his techniques and he is still capable of doing them. You just won't see it happening because there is no need for any of that anymore.

I still absolutely despise the direction they went with not giving him a new arm. Naruto get's a new arm right away which he constantly uses. Sasuke on the other hand never get's a new arm because for some reason he wants it as a reminder of the bad things he did. It is nuts since I could see him doing it the first few years on his redemption journey but after that when he is finally willing to come back and even get married he should have got a replacement arm. You look in fiction and there are so many cool things he could have replaced his arm with besides the zetsu arm like a metal arm or something cool like that. The fact that he is compromising his performance in missions that supposedly could determine the fight of the world because he feels bad about himself is stupid. Plus his wacky wavy inflatable air man sleeve without the arm just plain looks stupid.

He doesn't have a second arm because he would be too broken :

1. Mokuton

2. Preta in one hand, ninjutsu in the other hand at the same time

3. Most jutsu with two handed seal are too OP

Sasuke had to be nerfed for Naruto and Boruto's sake

OT: Yeah, I think he feels like he should pay a price for the things he did, and that missing arm is like a reminder to never take a path like that again

Actually I just remembered, if he does have the ability to use all 6 Paths then he could easily replace his arm anytime he needs to with the Asura path. Then he could shoot energy blasts too lol

Haku performed 1 hand seal due to her Ice release. I do agree Sasuke can use a majority of his jutsu with 1 hand or no hands but we can all agree that some of the most OP jutsu in the series required two hand seals

I usually dont like giving people special feats based on another character. Especially since Sasuke's speciality was Amaterasu

The one arm also makes him more badass, he's handicap but ironically the best swordsman in NV

No it was the retarded design of Kishi and the new writer to make it that way. Him not having an arm is illogical and not something a character would do but in Kishi's stupid mind it must be cool or something and I will never agree with the decision and am surprised so many others are.
