i would say sasuke because his amateratsu shrounded 3-layered susano'o is his Ultimate defence to taijutsu

Sasuke use Genjutsu or Tsukiyomi to finish them

Sasuke had a lot of trouble handling just bee. if you add the third (which is a lot faster and stronger than bee) than Sasuke is bound to get A$$ phucked

Sasuke's susano' is covered in amateratsu and one touch and you will be ingnited in it n loose an arm or leg

sasuke would have to bait them into hitting his amaterasu covered sussano...both are to fast to just be hit by it....sasuke's only other option is genjutsu but he's not that good with his strong genjutsu techniques like Tsukiyomi....but if he takes a direct hit from any of them it's over

I don't know if you find noticed or not but the raikage aren't concerned with losing a limb or two if they defeat their opponent. 1 raikage nearly killed sasuke two would absolutely **** him over no problem.

Theres nothing really that different about the current sasuke compared to when he fought bee. He had Amaterasu. And we saw when sasuke got to the kage summit that his susanoo is weaker than the raikage alone (he cracked it) add in the third and its no match. Of course this fight wont happen... and if it were sasuke would probably win because hes more important than those two as a character... but if you look at how how he handled bee and bee and the raikage, I would say sasuke would even have trouble dealing with the raikage alone, let alone two extremely strong raikages....

but thats just my opinion

Sasuke immediately awakens susanoo because he knows of the speed and strength of both of them

Both raikages use their lightning armor or whatever to challenge sasukes susanoo

sasuke uses the amaterasu armor on his susanoo. consumes a shitload of chakra

Both can use body flicker if sasuke decides to long range amaterasu

third uses 1 finger technique on sasuke. destroys susanoo (maybe he loses and arm but idk because the only thing able to harm the third was himself)

if sasuke somehow survives he uses his remaining chakra on tsukoyumi (either raikage it doesnt matter)

sasuke gets killed by whoever wasnt under tsukoyumi.

If he uses izanagi? whatever. both raikage will be alive anyway with plenty of chakra to kill him while sasuke is completely drained.

huh!? There's nothing different from the current sasuke and the one who fought bee?? 0_0 are you up to date with the manga?
last time i checked that sasuke couldn't use amaterasu and susanoo from the start... Seeing how easily he owned bee when he awakened amaterasu makes me think he could've won if he had amaterasu and susanoo from the start.

How is sasuke's susanoo weaker than A?? Even A's liger bomb couldn't "break" susanoo's rib cage...
Only left a little crack in one of the bones.

Not to mention sasuke was able to lay a finger no A with just chidori imagine what kirin could do...
The only problem here is the 3rd raikage.

It's possible that he could solo the duo. You'd probably have to wait for Sasuke to show more for people to share your opinion though.
