Solid thread. I actually see manga scans backing this up. Strongest is subjective. Since Naruto has lost the seal and possibly the extra Bijuu Chakra, he should be far below Sasuke now. If not, then they should be about even. As for character development, and I posted this in another thread:

I don't care how many people get emotionally hurt over my comment, but to even grasp Sasuke's character one needs to have certain knowledge of Literature, especially Greek Classics and Aristotle's Poetics. If you are not well-read, your opinion is worthless to me and should be for everyone else. One can like any character, but to declare every character as a good character or God forbid it, great character without any literary merits behind it? You should be shot down and your opinion ridiculed. Simple as that.

Sasuke and Sasori don't even belong in this manga; their characters are that intricate and mature. NB needs to educate itself and then comment. Not surprising, given the kind of folks that throng this base.
