Obviously The sharinnegan should be the top rinnegan, anyone common sense should know that, so why would the Top rinnegan only have one justu??, Nagato wasn't even a uchiha and had multiple justu and Madara who had a regular rinnegan had multiple abiltys, so please tell me how that makes sense

In part 1, yeah. Sasuke was developed really well and was easily the strongest of the genin. But as time went on, Naruto becme more and more developed and eventually overcame him; although they're similar in strength at the moment.

Also, Fireball isn't a jounin level technique. It's a C-rank ninjutsu that the Uchiha actually used as a sort of "coming of age" rite. So the fact that he used it that early wasn't that impressive, but he was still early.
