Sasuke would make a better Hokage than Naruto and that's a fact.

there was a reason he chose to stay in the shadows and protect the leaf village from there......he realised his mistakes and knew that a hokage is someone that has to be accepted by people which after his actions was no easy thing. In his own words when he said he had to see the world and it was his road to redemption he meant that he would have to set things right to get accepted and also regain a better view of the world.
