No, Kishi made His decision before the first chapter was ever out and let us know it with clues Here and their but people did not want to see or hear. I live in reality child NaruSaku was fan made and has the lowest number of followers world wide. Naruto and Hinata were made one after the other,Sasuke and Sakura were also created together. Why created them together unless you meant for them to be each others mate later on? Thus showing their development, their trails and tribulations.
