More than likely Madara made one with kurama some how and gave obito the scroll which contains it. Being able to summon a bijuu simply via taking control of it with Genjutsu doesn't make the slightest bit of sense.

There is no such thing as Bijuu Susano'o (and even Ashura's Avatar). What kind of odd names does this base keep coining? It's Perfect Susanoo with its "plating and wings" rearranged to create a GedoMezo. The parts that couldn't be spared to create this version of PS were left naked, as the entire underside of its arms, back and a sizeable portion of its face are missing. As you can see this PS has no wings, the plating is gone and the entire shoulder pads structure is very different.

If he summons the Mezo and uses it to capture the beasts, he absolutely can do it.

On the topic of the Tablet, then the manga absolutely shows that the Tablet has he entire thing penned down as to how to become a Juubi Jin. You people don't think Madara learned anything from there - like how to summon the nine-tails, for instance?

I don't understand why people are hating on this hypothesis..... I may not agree with all of it's facts completely but I don't see why it's not plausible that Sasuke could summon and tame those tailed beasts( with the exception of kuruma and hachibi). Either way, we're just speculating. Nice theory bro
