I don't think he is purely evil but he isn't good either. He wants power so he can have things as he thinks they should be. While he wouldn't take the ends justifies the means as far as Oro, Kabuto, Obito and Madara have taken it, he was willing to sacrifice anyone who got in his way to kill Danzo and Itachi including his former comrades. That is not what a "good" person would do.

He will help the alliance only as far as it fits into his agenda to change the village. At this point in time I see nothing that would show that he still wouldn't kill people in the alliance if they would defy his thoughts on how the village should be once the war is over. I do not think he will change much over the rest of the manga. He will be the dark to Naruto's light in order to maintain the balance. Not as dark as Danzo and the others though.
