Yeah close range, also sasuke basically needs a medium.

According to chapter 674 he can teleport himself without an object, teleport an object and Madara, then he could teleport himself behind Naruto (without an object) of course and he could teleport himself and Naruto to attack Madara as well as Kaguya.
In the last chapter he changed places with an object. According to Sasuke usally his teleportation shouldn't work between dimensions(his location was pretty far away from Obitos), but this time it worked out. Afterwards we saw Sakuras jacket. Actually his jutsu is still pretty irritating in my opininion.

But it's not quite up to par with Hiraishin in terms of range, practicality, flexibility, and vesatility.

In those explanations u gave he did have objects to switch with. When he impaled madara with his sword sasuke swapped places with the sword stuck in the ground behind naruto.

Its more of a super substitution jutsu than teleportation sines He must substituted Himself for an object or person.
