Itachi has 2,5/5 in chakra yet he can use susanooso your point is wrong in every possible way. All you said is fanfiction.

Only Kisame,Hashirama,3 and 4 Raikage are charachters with Bijuu level (their own reserves) chakra so far.

Yeah he used Susano'o because he has the chakra levels to do so but lacked the stamina to maintain it, Kakashi stated stamina is needed to control huge amounts of chakra which Itachi lacked. Susano'o are literally made of the user's chakra, same way BM is made of Kurama's, that should tell you the users have bijuu-level reserves.
