Actually it looks like mix of both. Face, hair and colors are more like Kishi's design, while lower part is Ike's with that belt and details.

The designs dont look like Kishimoto but I bet he can draw better than what we have seen, it is just that he cant draw like Kishimoto and each have their own art style.
