Tbh all the references to dojustu we've seen state that a dojustu (primarily sharingan and rinnegan) only reaches it's full potential once awakened in both eyes. We do not know if Sasuke can even awaken a 2nd sharinnegan in his right eye especially since "The Last" only shows him with one still, but currently yes with those limitations it will be a tough battle against naruto.
