IF the fight was to happen, it would be obviously on even a greater scale than hashirama vs madara or madara vs 5 kages.
There are still people under IT even on the battlefield. They would only get in the way and get killed while still being under the effect of IT.

And also, lets face it, sasuke vs naruto is supposed to be 1v1 fight and everyone wants it that way.
So just for the sake of plot and fanservice, It had to happen this way.
