That's a great point, but like previous posters said I'm starting to think he doesn't want the other arm, because If he has the power activate his rinnegan powers to get another arm, why would he NEVER do it?

It was DBZ abridged Picolo vs Cell where he grows his arm back after it was "whithered"
Cell goes "Holy s^*$, that was hard core! and bad for me" then flew off

That's Edo tensei, in which kabuto specifically made modifications for his Edo tensei versions.

Anyway, yes sasuke's rinnegan is strongly restricted. He doesn't even need six paths. His gg swap can stop time. If you haven't read my thread, you should. Then you would understand kishimoto made a really big mistake for letting sasuke stop time
