There's been a lot of talk about Sasuke's revolution and what it really means. Some say that it's the same as Nagato's vision, but it's different. Here is my interpretation of it.
Nagato wanted mass murder, basically nuclear war to make people scared of war. Nations would be ruined and people would die, so the shinobi world would stop fighting. It's the same principle as touching the stove and getting burned. If it hurts bad enough, you'll stop doing it.
Sasuke, on the other hand, wants to be a Danzo/Itachi type of character, only out in the open. Sasuke wants to be and serve justice. Like Pain said, justice breeds hatred. Sasuke wants to be the justice and breed hatred towards him, thus unifying the nations against him. He will do things that need to be done in order to maintain peace. These things are ugly, dark, unpopular and often questionable (e.g. Uchiha Massacre, Hiazashi incident). Basically, he'll do the unpopular things to preserve peace that a public figure wouldn't do because they're unpopular. So in doing so, everybody will be united against him.
Sasuke is trying to be to the villages what Itachi was to him. A watchful guardian protecting peace from the shadows while being hated by everyone else.
Now, personally I don't agree completely with Sasuke's revolution. However, darkness will always exist and maybe Naruto and Sasuke can minimize conflict together and balance each other out. But In my opinion, true peace is impossible because humans inherently differ, and these differences create conflict. The only way peaceful coexistence is possible is if we are all vegetables. Basically IT, which ends human interaction.
Even though I don't like Sasuke and his methods may be questionable or incorrect, I do believe his intentions are good and he is trying to do the right thing.
