Naruto can't make him come back. He can convice him but in the end, Sasuke will have to wholeheartedly come back. Example:

Naruto beats Sasuke and takes him back to Konoha.
Sasuke's in the infirmary.
Sasuke waits until he is healed fully and then leaves in the middle of the night just like last time.

My point is, that Naruto can bring him back to Konoha, but whether he stays or not, will be Sasuke's choice.
