In a different setting, the chunin exams stadium for example, 13/14 year old Neji would have had a decent chance against Gaara since his sand is just chakra and the jyuuken cuts through it. Making Nejii a pretty hard counter for Gaara himself (not Gaara with Shukaku though lol).
