Madara foreshadowed that Sasuke will probably get Prefect Susanoo. "The perfect susanoo has destructive power that only a bijuu matches". Right now, Naruto is nowhere close to perfecting Bijuu mode & we still don't know the extent of it's abilities, so naruto has a higher ceiling. I'm calling it now, the reaper death seal is gonna be somehow released, so the souls can go to the afterlife and naruto will get kurama's complete chakra. That's when naruto will stop with the powerups and get Rikudo's perfect body. Sasuke will get Rinnegan for Rikudo's perfect eyes.
