To make Naruto fight Kaguya for a long time and tire Naruto out.

By then, Naruto is already tired out from doing most of the dirty work.

Then he decides to pounce afterwards.

Sasuke used a sizable amount of chakra as well. Since you've forgotten, while Sasuke was stuck in that dimension alone he was trying to find a way out with his eye the entire time.

I doubt Sasuke was thinking that at the time. Not to mention, there is no signs of Naruto being any more tired than Sasuke. Naruto may have done more work against Kaguya, but he also has chakra from all nine Tailed Beasts giving him a larger chakra pool than Sasuke.
