Which one of the two has a better Dimension Transfer Jutsu and why?

Kaguya probably. That's her expertise, plus she has enough chakra to constantly shift dimensions. Sasuke can just do it which own its own is a great feat.

Seems like Sasuke can only travel to her dimension once in a while. Either because his power goes away for a while after every/several uses or because it depletes his chakra.

Doesn't mean that the creator can't get surpassed but I do believe Kaguya has a great dimension jump because of her chakra.
