In The Last Characters’ Design we see Sasuke covering his forehead.

In the Epilogue, Sasuke does the same, but now in Madara’s style.

Some might say that he is covering his Left Eye, but as confirmed by The Last, which is confirmed to be canon as it covers events from the time skip, Sasuke can deactivate his Left Eye.

This means that Sasuke does not wear his hair in the Epilogue to cover his Left Eye, but to cover his forehead.

So, after 699, either if Sasuke appears in The Last, or in the Epilogue, he has his forehead covered.
