EMS Sasuke wins this with moderate difficulty at most. Mei and Tsunade are one-shotted with Enton Projectiles or Arrows. They lack any speed feats to elude them. Gaara's sand is not fast enough to shield him from an arrow and only the sand in his gourd - infused with special chakra - is the fastest of his sand manipulation and even that wasn't much of a game-changer against Deidara's homing bombs - albeit the reasoning was different.

Gaara is not blocking anything along the lines of arrows without Onoki's Golem protection. Onoki is killed the instant he tries Jinton as it has prep time. He will last longer if he refrains from using it. Ae is killed if he approaches Sasuke OR by the countless projectiles Sasuke will leave on the field. Once enough Enton is used, even Kirin is prepared and once that happens, it's instant KO for the motley bunch. Bar Hashirama, Sasuke can easily defeat all Kages.

Diedara would beg to differ but he can't with whole the being dead and all. There's also Orochimaru. Sasuke used tactics to get him and then beat him in his own world. Danzo is also dead. Again, Sasuke used tactics to kill him. There are those Sound nin from part one, particularly the one that got his arms broken by Sasuke. And there's Part One Naruto, though he couldn't defeat current Naruto.
that's just battles he won. If he go into hypothetical future battles hardly anyone can defeat Sasuke since he has EMS. He is top ten since he's one out of two to unlock EMS and has mastered lightning.
