it has not been said that theres an interval where he cannot use it.
there may be considering obitos s/tt had a interval after use where it cannot be used
and so did one of pains rinnegan techniques so either sasuke will have one and we just have not been filled in on the details ore there is no interval and he can spam the **** out of it
