Just to make this clear, it is not a mistranslation. Mangapanda as well as Mangareader and other sites all have the same text (I would post them, but that is not allowed on NB). As you can also see, more importantly, is Sai's small panel at the bottom which links perfectly to the next page:

Sai questions Juugo about what Sasuke's plans are AND reiterates the idea of "Burn It Down" and what its true significance is. Personally, at first, I thought he was talking about the whole Hokage thing but after analyzing the linking panels for both Sai and Juugo, we can see that is certainly not the case anymore. I do not know what Sasuke is planning, however, I do believe that Orochimaru visiting Tsunade is somehow related..

Naruto could be sensing them right now, but he wouldnt rat out Sasuke we all know that.

Sasuke's "burn" probably was directed at the juubi, but his dark/intense aura itself was what concerned Jugo/Sai/Sakura, because if he's still feeling and acting that dark then it hints that he hasn't put his avenger status behind him and that he's not in an emotionally healthy place yet.

Therefore, they can't be certain of what his real goals are.
