He won't surpass current madara coz he screwed up the natural order by infusing some of hashi's, hence ashura's chakra in him. Sasuke can surpass madara at VOTE vs hashi before he "died" but he needs naruto to beat this power thirsty madara.

Unless itachi knows enton manipulation, he would lose. genjutsu doesn't work against sasuke and he could just coat his susanoo with enton, he's got way too much firepower.
