Those tomoes are probably just deactivated, so Sasuke could partially use the Rinnegan techs like Ameno, I guess. Maybe, he'll have to activate them to use Six Paths techniques. Sasuke's Rinnegan without tomoes is equivalent to single regular Rinnegan, and Sasuke's Rinnegan with tomoes is equivalent to dual regular Rinnegan. And with the equivalent of the single Rinnegan, Sasuke could use Ameno just like Madara could use Limbo, but cannot use the Six Paths techniques. Just a theory...
