He clearly did. He stalemated Naruto's attack with 8 and a half. This time, using Kurama and Bee's impossible. Unless you think he can generate the same power if you take away Bee and Kurama, who are > 7 Bijuu by quite a large margin. Naruto was tossing around 5 Bijuu by himself at only 50% Kurama.

Yeah he could dont even think he needs the bijuu tbhi if hes at full stamina. And then sasuke has fire which is stroonger than wind element. Sasuke didnt use all binuu chakra or else hed bee juubinjin and then logically naruto has no way of winnkng
