FTG is such a technique

Minato can teleport the opponent,can turn a opponent into a FTG play toy (Marking),Can teleport the Target alone to different locations,Can warp objects (Space time barrier)

Minato also has Shadow clones...that +FTG=teleporting madness

This plus Minato's reflexes and speed make Minato extremely deadly and the pure reason why he is Top 10

Genjutsu was Itachi's only way of winning against Minato..that hope was gone since it is now a Manga fact that Minato can use Kage Bushin clones making Itachi's defeat even more so.

Sasuke is the same except for he will last longer if hes in susanoo because of EMS but eventually will lead to defeat.

None of Itachi nor Sasuke's attacks can hit Minato even Genjutsu takes seconds when FTG is near instant even if genjutsu is fast enough that goes to shit because of Kage Bushin Clones.

Even if Minato's reflexes arent fast enough (highly doubt it) he has sensory on his side afterall he is a sensor
